DECLARE started with the National Association of the Deaf. In 2022, ASL Resources for Deaf Babies became a NAD priority. It resulted in a committee which grew into over 20 Deaf leaders leading national and state organizations affecting the lives of millions of deaf children and their families in the United States.
DECLARE is a community of practice bringing together stakeholders united in one common goal: ending language deprivation within a generation.
Language deprivation occurs when a Deaf child lacks access to a natural language and does not develop language foundations. It impacts cognitive, social, language, and emotional development.
